The Ship Doesn’t Go Anywhere
Traditional cruising asks for a week, a packing list, and a port itinerary. World Legacy asks for a ferry ride. The vessel sits offshore as what World Cruises calls a flexible day-to-night lifestyle destination, and guests reach it by scheduled ferry transfers from the newly launched HarbourFront terminal run by the company’s partner operators, with multiple round trips daily.
So the “cruise” here is closer to a venue you take a boat to. Come for the day, stay for the evening, sleep over, or stretch it across several days. The commitment is whatever you decide it is when you book, and that flexibility is the whole product.
World Legacy resumed operations on 22 August 2026 after an extensive refit and return-to-service programme in Singapore. World Cruises is upfront that this is the first phase: additional venues and leisure facilities are being introduced progressively through October and November 2026, so what’s onboard now is a slice of the eventual thing rather than the finished article.
What S$28 Actually Covers
Here’s where the number stops sounding like marketing and starts sounding like arithmetic. The promotional fare includes:

Then there’s the clause worth reading twice. Guests who take the last scheduled ferry out and the first ferry back the following day also get overnight accommodation included in that same fare. Book your ferries deliberately and S$28 becomes transport, dinner, a show, and a bed. Book them casually and it’s a day trip. Same price, wildly different value, and the difference is entirely in which sailing you pick, so check the day’s ferry timings on the World Cruises site before you choose a slot, because the whole overnight trick hinges on which two sailings you’re holding.
The offer runs for a limited period and is subject to availability, ferry schedules and the usual terms. Translation: the overnight option hangs on the late ferry out and the first ferry back, so choose those sailings first rather than sorting them out later.
Deck 3 Is the Whole Personality
Of everything currently open, the Grand Hall on Deck 3 is the reason to go rather than the reason to consider going. It runs daily live entertainment: live music, dance, karaoke and other performances, every day, included.

Karaoke is on the Grand Hall’s entertainment list, and the S$28 fare includes the daily onboard entertainment. Add the open-air spaces and sea views, which is the part no KTV room on this island can offer, and the case builds itself.
The dining sits alongside it: an upgraded international buffet with a broad spread of Asian and international dishes. For a fare in the twenties, meals during your time onboard are the most generous line in the whole package.
The Cabins Are the Upgrade Play
Accommodation runs from cosy two-person cabins to larger rooms that suit groups, with ocean-view options and selected VIP suites offering more space and privacy. If you’re going with four or five people, the group-sized rooms are the ones worth asking about, because splitting a larger cabin is how this stops being a novelty and starts being a genuine cheap weekend.

For a first visit, though, the honest recommendation is the two-person cabin on the late-ferry timing, the overnight option the S$28 fare includes, and paying up for a suite before you’ve seen what the October and November additions bring is premature.
Safety, Because Someone Will Ask
Ahead of the relaunch, World Legacy completed the applicable technical, Class, Flag and regulatory processes required for its return to operation, including inspections, testing and recommissioning of onboard systems and operational areas. It’s an RINA-class vessel, which places it inside an established international maritime classification and compliance framework.
Returning and new crew have also gone through refresher training and drills covering onboard safety procedures, guest guidance, emergency response and muster arrangements.
Allwyn Furtado, Hotel Director of World Legacy and the person responsible for the guest-facing side of the ship, said the aim is “to create an easy and flexible escape from Singapore, whether guests choose to spend the day with us, stay overnight or return as more of the World Legacy experience is introduced.”
Singapore Is Already Cruising
Singapore is a market that has already decided it likes being on a boat. What it hasn’t been offered much of is a version priced for people who cannot spend four figures on a holiday, which is where a S$28 fare with a bed attached becomes genuinely interesting rather than merely cheap. The last time this publication covered a ship out of Singapore, it was the World Dream and its Support Local initiative during the cruise-to-nowhere era, and the entry price then was in a completely different league.
